Ghana Betting Tax Repeal and the Ghana Card Check: What Changed for a Cedi Win

The Ghana betting tax repeal dates from 2 April 2025: Act 1129 (the Income Tax (Amendment) Act 2025) struck out the 10% that had been coming off betting winnings since 2023.

A GH₵1,000 win at a licensed bookmaker is paid as GH₵1,000 to the MoMo wallet. The Ghana Card check took the tax line's place in the cashier.

How the repeal passed and when it took effect

Parliament approved the repeal in March 2025 as part of the new government's first budget measures. The Act was assented to and gazetted in time for 2 April. The Ghana Revenue Authority instructed operators to stop the deduction from that date, and the licensed bookmakers removed the line from their cashiers.

The 10% had applied since the 2023 amendment to the Income Tax Act, deducted at payout on winnings. It had been the most visible cost of a licensed account. Its removal put the licensed and offshore brands on the same footing at the point of payout for the first time in two years.

The operator's own taxes, on gross gaming revenue, are unchanged by the repeal and sit inside the price.

What the Ghana betting tax repeal pays on a slip

A GH₵20 stake at 3.00 returns GH₵60, all of it paid, where the same slip before April 2025 returned GH₵56 after the deduction on GH₵40 of winnings. A GH₵200 acca that lands at 20.00 pays GH₵4,000 in full, where it would have paid GH₵3,620.

the repeal therefore adds about 10% to every winning payout at a licensee, which is worth more over a season than any welcome offer in the ranking. A 2.00 in Ghana pays 2.00, where the same price pays 1.90 in Kenya and 1.75 in Zimbabwe after their deductions.

The welcome offers themselves are unchanged. 22Bet's 100% to GH₵750 (from GH₵12) still needs 5 turnovers at 1.40 within 7 days, but the bonus winnings now leave the account with no tax line.

The Ghana Card check at withdrawal

The Gaming Commission's 2025 licence requirements tie identity verification to the Ghana Card, and the Bank of Ghana's notice of November 2025 made the card the standard check for mobile money accounts.

A licensed bookmaker asks for the card before a first withdrawal, and a wallet registered to a different name fails the match.

The check applies to the licensed brands on the Commission's register. Among the ranked brands those are 22Bet (Lantini Limited), BetWinner (Inter Omega Limited), Melbet (Otrada Limited) and 1xBet (Clickwell Ghana Limited). Offshore brands take Ghanaian customers under Curaçao or similar licences and run their own document checks.

Keep the MoMo wallet, the card and the betting account in one name; that single alignment is what makes a first withdrawal clear on the day.

What is left to compare between brands

With no tax on the win, three questions are left in Ghana. The first is the Gaming Commission entry behind the brand. The second is the rollover on the cedi offer. The third is whether the cashier takes MTN MoMo, Telecel Cash or AT Money.

The Ghana home page prints all three beside each ranked brand and was corrected the week the repeal took effect. The price on the slip settles the rest, and the weekly board shows where the best 1X2 price sits each round.

The two questions below are the ones readers have asked most since April 2025.

Questions about the repeal

Do offshore brands deduct anything in Ghana?

No tax, since none applies to the punter in Ghana now, and no Ghana Card check either, because the card rule binds Gaming Commission licensees. The difference between the two groups is the register entry and the complaint route, not the payout.

Why does a licensed brand ask for the Ghana Card before a withdrawal?

Because the Gaming Commission's 2025 licence requirements tie identity verification to the Ghana Card, while the Bank of Ghana's notice of November 2025 made the card the standard check for mobile money accounts. A first withdrawal clears once the card is on file.
